Quarter Review
During the 3rd quarter of 2018 the European Central Bank kept its main refinancing rate unchanged at 0.00%. Interbank rates (3-month Euribor) remained at -0.32%. The yield-to-maturity of three-month Hellenic Republic Government Treasury Bills (GTBs) fell to 0.65% and the yield-to-maturity of the six-month GTBs to 0.85%. Greek government issued for the third time a 12-month Treasury bill with a total amount of € 625 million and 1.09% yield-to-maturity. On the 21st of August, the 3rd Greek bailout program was completed. The last payment of ESM allows Greece to create a €30 billion liquidity cushion that covers the country's financing needs for the next 22 months. The ECB announced its decision to revoke the waiver on Greek bonds that Greek banks deposited as collateral for funding. The government submitted the draft budget for 2019. The basic scenario (including pension cuts) has a primary surplus of 4.14% of GDP, higher than the 3.5% target of the bailout program. In the alternative scenario (excluding pension cuts), the primary surplus is 3.56%. The rating agency S&P upgraded Greece's outlook to positive from neutral, citing fiscal policy stabilization and improvement of growth prospects, while maintained the assessment of the long-term credit rating of the economy in B+. The rating agency Fitch upgraded Greece's long-term credit rating by two notches, to BB- from B, maintaining a stable outlook.
