Quarter Review
During the 2nd quarter of 2018 the European Central Bank kept its main refinancing rate unchanged at 0.00%. Interbank rates (3-month Euribor) remained at -0.32%. In Greece, interbank rates moved to lower levels. The yield-to-maturity of three-month Hellenic Republic Government Treasury Bills (GTBs) fell to 0.70% and that of the six-month GTBs to 0.85%. Greek government proceeded to a second issuance of a 12-month Treasury bill with a total amount of € 1 billion and 1.09% yield-to-maturity. According to Hellenic Statistical Authorities, the country's GDP rose by 2.4% in the first quarter of 2018 compared to the corresponding quarter of 2017. Unemployment, according to the latest data, stood at 20.1% At the Eurogroup on June 21, Finance Ministers reached an agreement on Greek debt relief measures, ensuring by this way its medium term sustainability. These measures concern the extension of the grace period for EFSF loans and the extension of their average maturity by 10 years, the abolition by 2018 of the step-up interest rate on the loans of the second Greek program and the gradual return of central banks’ profits from Greek government bonds (ANFA/SMP) to Greece. In addition, the Eurogroup determined the post-August supervisory framework, the fifth and last tranche to be received by Greece (€15bn), as well as the target for the primary surplus (2.2% of GDP for the period 2023-2060). The rating agency S&P upgraded Greece's credit rating to B+ from B.
